What surveys are needed before construction starts in the UK?

Before construction starts, a well-planned project typically needs: a topographic survey to establish levels and existing features, a PAS 128 utility survey to locate buried services, a measured building survey where existing structures are involved, and an established survey control network for setting out. Which you need depends on the site — but the five risks below are the reason each exists.

Risk 1 — Utility strikes

Striking a buried service is dangerous, expensive and entirely avoidable. A PAS 128 utility survey locates and records what's underground before you excavate, to a defined level of confidence. The cost of a strike — injury risk, service disruption, emergency repairs, delay — dwarfs the cost of detecting first. This is the single highest-value pre-construction survey on most sites.

Risk 2 — Dimensional disputes

When a design is based on inaccurate existing-condition data, the difference is discovered on site — usually as a variation. A measured building survey or accurate topographic survey gives the design team verified geometry to work from, so the design fits reality. It removes the "the building wasn't what the drawings said" argument before it can start.

Risk 3 — Setting-out errors

A misplaced foundation or an out-of-tolerance level becomes physical before anyone notices, and putting it right means rework, delay and disputed cost. An established control network and competent setting out — checked independently before key operations — is what keeps errors off the site and off the final account.

Risk 4 — Drainage design assumptions

Drainage lives on levels, and levels assumed rather than surveyed are where drainage designs fail. An accurate topographic survey gives real levels and falls, so the drainage design ties in on site rather than needing rework when the outfall doesn't line up. It's an unglamorous risk that quietly causes expensive problems.

Risk 5 — As-built gaps

If the completed works aren't recorded accurately, questions after practical completion — structural interfaces, drainage positions, level disputes — come down to memory. An as-built survey, ideally from high-accuracy scan data, gives a measured, timestamped record of what was actually built. It protects the contractor at final account and beyond.
